Any shipper that has contracted with the GTN System for Firm Transportation Service under Part 284 of the Federal Energy Regulatory Commission's (FERC) regulations is eligible to participate in the GTN System's Capacity Release Program. Participation in the program allows shippers (Releasing Shippers) to release all or part of their firm transportation capacity to another party (Replacement Shipper) under specified terms and conditions. the GTN System's Capacity Release Program is fully outlined in Section 6.28 of the GTN System's FERC Gas Tariff, Volume 1-A.

In order to acquire capacity from a GTN System firm transportation service customer (or become a Replacement Shipper), interested parties must:

1. Meet the GTN System's Credit Requirements, and
2. Execute a Pacific Express User Agreement (pdf format)
